How to implement custom shipping method?

Hi, I am new to Bagisto.
I found that currently there are only 2 default shipping methods: Free Shipping and Flat Rate.
How can I implement custom shipping method to calculate shipping fee based on SKU weight, customer address postcode, and even customize free shipping criteria e.g. Buy 2 get free shipping / if total amount > X, get free shipping.
Since I'm going to purchase the Multi Vendor Marketplace extension, I am wondering if the shipping method can be set by the Sellers themselves?

@jun-ng, we are implementing the discount module for this purpose (i.e like buy 2 get free shipping ), and it will be added to the bagisto in next release .And, we are going to implement Table Rate Shipping Method Market Place Extension so that seller can set the shipping methods.
