category toolbar is not looking as expected in mobile view

Category toolbar as mentioned in image is upside down in mobile view, but after i reload the page everything become normal. Please provide the solution to it asap.

The second image is for the mobile view. you are looking in the developer mode that's why it looks like this but in actual mobile view the second image will open.

is there any way to open the same mobile view in chrome developer mobile view??

Just change the mobile device in chrome. If it is responsive then it will detect web user agent,
