    How to create custom shipping method?

      Hi,
      I found that there is by default two shipping method i.e free and flat shipping
      How can I implement custom shipping method to calculate shipping fee based on city(Zone wise) and also if total amount > X, get free shipping.
      Basically there are four Zone and every zone have different shipping rate.

      Zona A have A,B,C Cities
      Zone B have Z,X,C Cities and so on

      when customer select city lets suppose city A is selected then zone A is active and if total amount is greater than X then show free shipping method.
